Rep. Crane, HUD Secretary Turner Tour Arizona Factory-Built Home Plants
Rep. Eli Crane (R-AZ) joined HUD Secretary Scott Turner to tour two Arizona home manufacturers, Cavco Industries in Phoenix and Champion Homes, to discuss expanding affordable housing and lowering costs for homebuyers. Crane’s office says factory-built homes are constructed in a controlled facility, which allows bulk material purchases, standardized processes and fewer weather delays, so projects are often completed faster and for less than on-site construction.
Crane’s office said the two discussed modernizing outdated codes and rolling back regulations that inflate construction costs. It also said HUD is shifting away from Housing First policies to prioritize treatment, recovery and self-sufficiency, a change Crane commended.
Cavco, founded in the Valley in 1965, makes manufactured and modular homes and park model RVs. Champion, headquartered in Michigan, operates 46 production facilities across North America and acquired Homes Direct, one of the largest independent manufactured and modular home dealers in the western U.S., over the summer.
Why it matters
The visit reflects the administration’s focus on factory-built housing and code changes as a way to lower costs. No new rule or funding was announced.
