		<description>We included all real property, not just residential, in Prop 13 Arizona.

Commercial property and land will have the same 2003 assessment roll back or purchase price thereafter provisions as residential property, but will cap total tax at 1% of value.  This makes Arizona competitive with California and will  lower our ranking from 4th highest commercial property taxes in the nation.
